They can €™t figure out why it is disappearing, but they do find Chindi €™s tracking device. Steel is forced to leave STAR Labs in a hurry when Federal agents arrive to arrest him. Steel goes to the Milhouse Waste Treatment Plant and learns the real reason behind the kidnappings. The children are being given artificial hormones as part of a behavioral modification program to make them more passive. Before he can shut the program down, Chindi arrives and attacks Steel to get his armor. The fighting ends when Chindi discovers Steel is telling the truth about the children.
